The Louisiana Coastal Protection and Restoration Authority said in its latest announcement that the Bayou Bonfouca Marsh Creation project began active dredging last week. In 2005, Hurricane Katrina battered the northeastern shore of Lake Pontchartrain and the marshes between the shore and the City of Slidell, Louisiana with winds and storm surge.Over the course of two days, thousands of acres of marsh were stripped away and breaches in the shoreline began to form.Since then, the area has continued to decay as tidal action and wind driven fetch has increased the size of shoreline breaches and chewed away precious marsh habitat. The Bayou Bonfouca Marsh Creation project aims to reverse this trend, by creating or nourishing nearly 1,000 acres of intermediate marsh, creating valuable habitat for flora and fauna of the U.S. Fish and Wildlife Service Big Branch Marsh National Wildlife Refuge and providing a storm surge buffer between the City of Slidell and Lake Pontchartrain.
“The case or the issue at hand isno doubt [that] the Constitutional question has to be raised once and for allbecause it has serious effects on the Philippine international rights andobligations and it will have an effect on the Philippine legal system,”Sotto said. Senate President Vicente Sotto III Sotto said the resolution would not, inany way, dictate or impose anything on the Supreme Court and it should also notbe viewed as going against President Rodrigo Duterte. MANILA – The Senate has sought theclarification of the Supreme Court whether their concurrence is not needed inthe termination of the Visiting Forces Agreement (VFA) between the Philippinesand the United States. Senate Minority Leader Franklin Drilonsaid that he was “saddened” that the Senate cannot get a unanimousvote on a resolution which merely seeks to clarify the constitutionalboundaries of the chamber. The clarification with the high courtwas made after 12 senators voted for the Senate Resolution 337, sponsored inthe plenary by Senate President Vicente Sotto III on late Monday evening. “All that what we’re asking the SupremeCourt is to define our Constitutional boundaries, nothing else. We are notdictating the Supreme Court. We are in fact asking the Supreme Court to rule onthe decision,” the Ilonggo senator said. “The Supreme Court may rule that theSenate’s concurrence is not necessary and that settles the issue. If theSupreme Court rules that Senate concurrence is necessary, again that settlesthe issue,” he added.
